Mulino recicla fórmulas políticas al nombrar a director del Ifarhu

El presidente electo José Raúl Mulino, repitió la fórmula de otros gobiernos al momento de designar el director del Instituto para la Formación y el Aprovechamiento de los Recursos Humanos (Ifarhu), entidad que ha estado en la mira pública por los escándalos con la distribución política del millonario programa de auxilios económicos.

El nuevo jefe de esa institución Jaime Díaz es uno de los líderes de la juventud de su partido Realizando Metas (RM), estrategia que empleó el gobierno de Laurentino Cortizo, cuando encargó a Bernardo Meneses en ese puesto, quien fungía como secretario del frente de la juventud del Partido Revolucionario Democrático (PRD).

La nominación de Díaz para el Ifarhu surgió el pasado jueves 27 de junio. De acuerdo con un comunicado de la Oficina del Presidente Electo, en su equipo estarán Gabriel Cajiga y María García como secretaria general.

Una vez se dio a conocer la noticia, la cuenta de la juventud de RM en Instagram, lo felicitó.

Según el boletín de prensa de la oficina del presidente electo, Díaz tiene una licenciatura en comercio internacional de la Universidad Interamericana de Panamá y un máster en administración y dirección de empresas de Eude Business School, Madrid, España. De acuerdo con los planes del gobierno que tomará el control del país el próximo 1 de julio, los nombrados, realizarán una auditoría para conocer la realidad de las ayudas económicas y transformar esos beneficios en préstamos si fueron otorgados en forma irregular. Además, afirman que las ayudas económicas se otorgarán por mérito a estudiantes cuyo ingreso familiar no supere los $2,000 mensuales.

Una base de datos interactiva elaborada por La Prensa reveló que el Ifarhu otorgó subsidios no reembolsables a familiares de varios altos funcionarios, incluyendo a una sobrina del propio presidente Cortizo. Sin embargo, el Ifarhu ha mantenido en secreto el nombre de casi 3 mil beneficiarios de los auxilios económicos que se repartieron entre el 7 de julio de 2019 y el 24 de mayo de 2023. Eso implicó un desembolso de al menos $141.6 millones.

Otros casos

Sin embargo, la práctica también se ha dado en otros gobiernos. Juan Carlos Varela (2014-2019) nombró a Yesenia Rodríguez, quien era la secretaria de la Mujer del Partido Panameñista, por aquella época.

Mientras que el Martín Torrijos (2004-2009) designó a Samuel Buitrago, quien era dirigente de la juventud perredista y miembro del poderoso Comité Ejecutivo Nacional.

Ernesto Pérez Balladares (1994-1999) designó a Héctor Alemán, un histórico dirigente del PRD.

Panamá Oeste es la región con mayor número de muertes por influenza

El ultimo informe del Departamento de Epidemiología del Ministerio de Salud (Minsa) muestra que hasta el 20 de junio, se han reportado un total de 48 defunciones relacionadas con la influenza, con un incremento de 6 fallecimientos en la última semana.

Panamá Oeste lidera las estadísticas con 11 defunciones, seguido de cerca por Chiriquí, con 9, y Panamá metro con 6. Otras regiones también han sido afectadas, como Coclé, con 5 defunciones, y el resto de las regiones con números menores, incluyendo Bocas del Toro, Los Santos, San Miguelito, y Veraguas, entre otras.

Entre las víctimas, se cuenta con 10 menores de edad, incluyendo un bebé de apenas 10 meses en Bocas del Toro, además de 38 adultos mayores de 65 años.

El informe detalla que el 96% de las defunciones ocurrieron en personas que no estaban vacunadas contra la influenza y presentaban factores de riesgo como problemas metabólicos, cardiovasculares, y enfermedades respiratorias.

Además, 122 personas continúan hospitalizadas debido a la enfermedad respiratoria, de las cuales 18 están en unidades de cuidados intensivos. Los hospitales con más hospitalizados son el Complejo Hospitalario Dr. Arnulfo Arias Madrid, el Hospital Regional Nicolás A. Solano, y Ciudad de la Salud, entre otros, donde se está brindando atención especializada.

Ante esta situación, el Minsa hace un llamado urgente a la población para que participe en la jornada de vacunación contra la influenza, que se está llevando a cabo en diversos centros hospitalarios y espacios públicos del país. Esta iniciativa busca prevenir nuevos casos y reducir la gravedad de la enfermedad entre los grupos más vulnerables.

Un excónsul amigo de Quique Martinelli dirigirá la Anati

La Autoridad Nacional de Administración de Tierras (Anati), que fue centro de varios escándalos de titulación durante el gobierno de Ricardo Martinelli Berrocal (2009-2014), será dirigida por un abogado que se desempeñó como diplomático durante ese quinquenio y que además tiene una estrecha relación con Luis Enrique “Quique” Martinelli Linares.

Se trata de Andrés Fernando Pagés Chanis, quien fue designado este lunes 17 de junio como administrador de la Anati por el presidente electo José Raúl Mulino. Rosario Cárdenas será la subadministradora. Los nombramientos todavía debes ser ratificado por la Asamblea Nacional.

En el comunicado que divulgó la oficina de Mulino se informó que Pagés se ha desempeñado como asistente de defensor de oficio en el Órgano Judicial, abogado en la firma Kosmas & Kosmas y socio en el bufete Borrell Cano Pagés. También se anotó que “laboró en la Secretaría de Estado de Telecomunicaciones y para la Sociedad de la Información del Ministerio de Industrias, Turismo y Comercio de Madrid”, España.

Lo que no se dijo es que fue cónsul de Panamá en Dubai, Emiratos Árabes Unidos, en la administración de Martinelli. Incluso, le acompaño en un viaje oficial que este realizó en el año 2010. En la comitiva, además, estaban el entonces vicepresidente de la República, Juan Carlos Varela, y Riccardo Francolini, presidente de la junta directiva de la Caja de Ahorros en aquella época.

Hay otro socio de Borrell Cano Pages que se sumará al gobierno de Mulino. Se trata del abogado Juan Francisco Borrell, que fue designado viceministro de Gobierno. Como Pages, Borrell también trabajó en Kosmas & Kosmas, la firma de Jorge Kosmas, embajador y cónsul de Panamá en Japón entre 2009-2014.

Varios escándalos en la Anati (Juan Hombrón, el relleno del florista…) dejaron al descubierto el lucrativo negocio de la titulación casi gratuita de tierras en la administración Martinelli, a favor de allegados al poder, incluyendo ministros.

Para eso fue fundamental la aprobación de la Ley 80 del 31 de diciembre de 2009, que reconoce derechos posesorios de tierras nacionales y regula la titulación de las zonas costeras y el territorio insular, a favor de cualquier persona que demuestre haber ejercido el dominio material “con ánimo de dueño”, por cinco años o más.

503 errors in SGP1 region

Resolved - From 17:02 - 18:44 UTC, the Spaces API experienced availability dips. These dips caused Spaces bucket operations in SGP1 for a subset of users to experience latency or 503 errors.

The fix implemented by our Engineering team has been monitored and availability for the Spaces API is stable. Users should be able to interact with their Spaces buckets successfully.
